Dear Mikhail Sergeyevich! I cordially congratulate you on your birthday!

You were faithful to your vocation and duty all your life. As the first President of the Soviet Union, you have taken the hard work of social and economic reforms. You have changed the one-sided view of the world community of Russia. You were always an example of responsible, professional and genuine service to the Motherland.

The words "perestroika" and "glasnost", which you have introduced into the political language, have become international ones long time ago. Awarding you the Nobel Peace Prize – the highest award of the world peacekeepers – was the fair recognition of your contribution to the ending of the cold war.
Your destiny is inextricably linked with the times of change and a period of radical social and political processes. The large-scale democratic reforms have been made possible in our country owing to you – the energetic, highly educated and fearless man, a statesman of a new era.
As a reformer, a staunch democrat and a public figure, you had a significant impact on world history, clearly showing the most important features of your character – decisiveness, integrity, initiative and mental strength.
I sincerely wish you good health, inexhaustible energy and optimism!
